Policy
If I were the president of Liberia I would negotiate with the rebel group instead of sending troops if the command that could cause another civil war and break the peace that cost them to have.
And if they fight he will have less income and all who want reforms could not carry out as it would be very difficult to solve the problem.
Send military forces to defeat not sure the rebel group nor that they will no longer be attacking the city.
